NE/LRE Options for Early Intervention, or Preschool Special Education and Related Services in Community Early Childhood Settings

 

Natural Enviornments/Least Restrictive Environments (NE/LRE) options for early intervention or preschool special education and related services in community early childhood settings is the first session in the Preschool Through Kindergarten NE/LRE Team Decision Making Module. This online resource was developed by the Maryland State Department of Education in partnership with Johns Hopkins University Center for Technology in Education for:

  • Extended IFSP and IEP teams, including families as essential members
  • Early education and care personnel
  • Referral sources and other organizations serving young children with disabilities.

  Session Outcome

 

Extended IFSP/IEP teams, including parents as essential members, will identify the local early childhood setting(s) where young children with disabilities, age three through kindergarten, can participate with their peers without disabilities.

Remember this...

 

The term community early childhood setting is used throughout this module to include all the options on the NE/LRE Community Circle, e.g., classrooms in public and private schools, family and group child care, recreation and library programs, and a child’s home. For a setting to be considered a regular early childhood program under the IDEA, at least 50% of the children participating in the setting must be nondisabled, and the majority (50% or greater) of special education and related services provided to a child with a disability must be in this setting.

The module highlights best practice for effective decision making by:

  1. Extended IFSP and IEP teams in Maryland selecting natural environments (NE) and least restrictive environment (LRE) for children with disabilities, ages three through kindergarten.
  2. Early childhood implementation teams providing early intervention or preschool special education and related services to young children with disabilities in community early childhood settings with children without disabilities.
