What are child outcomes?
In 2005, the U. S Department of Education’s Office of Special Education Programs (OSEP) adopted three child outcomes, developed by national experts:

1. Children have positive social-emotional skills, including social relationships;
2. Children acquire and use knowledge and skills, including early language, communication and literacy skills; and
3. Children use appropriate behaviors to meet their needs.

States are required to measure and report on the extent to which children participating in preschool special education make progress in these three areas. This helps state and local programs understand how children benefit from preschool special education supports and services.
