Building Foundations for 21st Century Teaching & Learning
For the past decade, education researchers and practitioners have pointed to collaboration as a key component of data-informed decision making. As a result, numerous models that define the rationale for effective collaboration currently exist. In many instances, these models speak generally about importance of creating a collaborative culture. Typically, specific roadmaps or protocols for building a group or team sufficiently prepared to make decisions that advance teacher and student performance are not delineated.
The following protocol, UNITED, was developed as part of the JHU Boundless Learning program to foster productive teamwork among educators—particularly, those who are responsible for choosing and executing interventions to accelerate student learning. The steps within UNITED are foundational for:
- understanding various viewpoints among team members;
- identifying principles, standards, and logistics for working together; and
- nurturing synergy.
After completing the UNITED protocol, members are ready to bring forth new team understandings and individual strengths to effectively analyze data and use key findings to:
- select programmatic or individual interventions based on data;
- implement the intervention; and
- track the efficacy of the intervention for attaining defined goal(s) and performance target(s).
These types of structured, team-based procedures promote greater clarity of team goals and particular responsibilities for carrying out tasks. With a strong decision making team in place, higher quality decisions that produce positive results for all students can be expected.

- Establish team identity
- Determine logistics for working together
